I know that I am stupid.... (but) If I see that you are on line here, I would like to send you a shout out that I am also on so we can chat.. Or can I already do this??
I would be cool to see someone on here then send them a shout and talk live in chat

You could use the private message system (PMS for short hehe). I'd like to get something else like "invite to chat" or "currently in the chat room" for users.. that would be cool. I'll poke around.

I would be that there is some kind of Jabber API you could use. Most webhosts provide chat plugins as well. I was playing around with that a while back myself, although I have no purpose for it. I'm just not sure how you could regulate it. I think the one I was playing with is a chat room open to everyone

I do have a phpchat on my server scripts. The pain in the A is that the users would have to register again with that one. The user accounts from this engine wouldn't work with it. But it IS a better chat.

The best way to do a person to person chat is like myspace has done. All it takes is some computer skills and privacy levels so that a person can chose his/her privacy.
